    Who is seen as the owner of the copyright rights?
    The Copyright Act states that the author owns it, with exceptions such as the ones listed below:

    • Those who commissioned the picture, film, recording or film paid for this product in full – then the work becomes theirs.
    • Situations in which an artist did work for a particular employer while employed by that company - the company will own the work.
    • An international organization commissioned the work and thus owns it.
    • In cases in which the art work, design, or writing has been completed while the author was employed by a company like a newspaper or broadcasting authority.

    Questions come up with regard to the graphic works in a web design. Does the web designer own the graphic image or does the website owner have the rights to that design? If you want to avoid paying royalties as a Web site owner, make sure you have an agreement with your Web designer or artist and pay for the artwork in full as the area is still under debate. If for instance, an artist draws a picture for you, but you decide that it is not suitable for the web page, will the artist have the right to sell it to another person or not?
